(1) The Speaker will preside over the joint meeting. (2) In the absence of the Speaker, the Speaker of the National Assembly will preside over the joint meeting. In the absence of both the Speaker and the Speaker, the Deputy Speaker and in the absence of the Deputy Speaker, the Vice-President shall preside over the joint meeting. (3) The person who presides over the joint meeting in accordance with sub-rule (2) shall have all the rights that the Speaker is entitled to exercise in the meeting he is presiding over. The word also refers to him.
